Pop-ups help?

Why do I keep getting pop-ups every few minutes even when I've scanned my computer with an anti-virus program and an anti-spy program. I've removed all the programs and spyware that the anti-spy found but they keep coming back. My yahoo pop-up blocker is also on. I have recently deleted my google toolbar because I was using yahoo toolbar, does that have anything to do with this? The pop-ups come out even when I'm not opening IE
